Understanding before building, ease as the goal: AI and custom software for mid-sized companies.
There is more in your company than your systems deliver today: knowledge that sits in individual heads, routines buried in processes that grew rather than were designed, ideas that never got built. We understand your business first, then we build.
CIRO Effort. The name is the promise.
CIRO sounds like “zero” for a reason. What we build has one goal: to cut the effort your processes cause today as far as we can. Not to zero – but as close as we can get. And we hold ourselves to it: we work AI-First, at every step.
What the name stands for
AI takes on the legwork
Concept, code, content: what used to be weeks of agency work takes us days, reviewed and signed off by our specialists.
Barely any effort for you
No briefing marathon, no endless rounds of feedback. You bring the goal and the domain knowledge, we bring the implementation. The decisions stay with you.
No magic, just craft
No promises that cannot be kept: small senior teams, AI at every step of the work, a fixed price instead of timesheets.
About us
CIRO Effort – AI-First agency for software development and digitalisation.
We think through every project from an AI-First perspective: which products and processes can be built from the outset to carry the knowledge and the functions that are genuinely needed? That begins with the data and the content: it has to be structured so that a model can work with it at all.
And we work that way ourselves. AI is part of our development, our research and our quality assurance, so the same work costs us a fraction of the person-days that conventional development budgets for. We pass that head start on, in the price as well as in the schedule. What stays the same is the care.
Behind that sits deep project experience in software development and digitalisation, from the first idea through platforms and portals to running them in production. Technology is not an end in itself here: it has to sell, automate or save time.

Project experience
Numbers with real projects behind them.
- 100+
- Digital projects by our founders & specialists
- AI-First
- AI in products, in processes and in how we work
- 15+
- Years of experience in software & digitalisation
Experience that does not come from textbooks, but from places that shaped digitalisation in Germany:
Enterprise digitalisation
At one of the largest German digitalisation providers: software for corporate groups, from the first requirement to running it in production.
Agency creative work
Shaped by one of the largest agencies in Germany: creative digital work for brands everybody knows.
Pioneering work
For the largest electronics retailer in Europe, rolled out one of the first installable web apps in Germany at scale, years before it became standard.
Project experience for brands such as:
What we build: AI assistants, custom software, digitalisation.
From the first idea to running it in production: three fields we are at home in for mid-sized companies. AI consulting, custom software and digitalisation, from one team:
Module 01
AI assistants & knowledge management
Assistants and automations that take real work off your desk, using your knowledge, your tone and clear boundaries.
- AI assistants that carry the knowledge of your company
- Search and answers from your own documents
- Automation of routine work
- GDPR-compliant, with hosting in the EU on request
What it is for
So that knowledge is available to everyone and routine no longer ties anyone down.
Module 02
Custom software & platforms
Bespoke web applications, portals and platforms: stable, fast and built to grow with you.
- Web applications, portals and internal tools
- Connection to CRM, ERP and existing systems
- Operation, maintenance and further development
What it is for
So that the software follows the way you work, not the other way round.
Module 03
Digitalisation & AI consulting
We find the processes where digitalisation and AI move the most, and then we implement them.
- Digital strategy and the use cases that fit
- Process analysis and roadmap
- Implementation instead of a concept paper
- Data protection and the EU AI Act considered from the start
What it is for
So that digitalisation starts where it pays off the fastest.
What you can rely on with CIRO Effort
Four things that mark every project with us:
100+
Digital projects delivered
Experience
Project experience that shows
Software and digitalisation are our core business, not an experiment at your expense.
AI-First
AI in every building block
We design products and processes around AI from the start.
5-7
Weeks to the first clickable version
Speed
Fast to the first version
Clickable instead of a concept paper, with feedback from week one.
Integration
Fits into your systems
We do not build an island: your existing systems stay connected.
We believe that great projects come from curiosity, precision and real partnership. That is why we work in small senior teams, design every project around AI and measure ourselves by results rather than by hours.
For you that means fewer meetings, less friction, faster decisions – and a partner who takes responsibility.
Our values
Understanding before building
We never start with the solution. Only once we have understood your business, your users and your data do we write the first line.
AI with responsibility: GDPR and the EU AI Act
AI speeds up every one of our steps, and our specialists review and sign off every result. Your data stays your data.
Fixed price instead of timesheets
You pay for an agreed result, not for hours written down. The price is set before we start. If we need longer than expected, that changes nothing on your invoice.
Plain language
No agency speak, no hidden costs. You always know where you stand.
How your project takes shape.
Four steps, each ending with something you can see and test. Two to three months to going live, and the first clickable version stands long before that:
Understand
- Workshop with your team
- Prioritise use cases
- Feasibility & data situation
We understand your business, your goals and your data, and find the use case that pays off first.
Design
- Solution concept
- Architecture & integrations
- Fixed price & schedule
Solution concept, architecture and a binding plan: before we start, you know what it costs and when it is done.
Build
- First clickable version
- Short feedback cycles
- AI in every step of the work
AI-First implementation in short cycles: you click through your product, not through a concept paper.
Deliver
- Going live
- Integration & handover
- Operation & further development
Hardening, connecting, launching with support, then operation, maintenance and further development from one team.
Our agents at work
Before we build, we understand. We send the agents we developed ourselves out to research. They do not take a quick look at the web, they comb through everything that makes up the brand: presence and content, imagery and tone, search behaviour and competition. What they find goes into a report.
Agent
Brand agent
Assignment
Research: what does our client's brand stand for, and how do their customers experience the current presence?
Persona decision-maker
visits the website like a decision-maker: little time, a clear question
Persona existing customer
arrives with a concrete task and logs every detour
Persona new customer
walks the path from first visit to enquiry
Seeing the brand through customers' eyes
The brand agent gets the research assignment: understand our client's brand. Three personas explore the current presence the way their customers do, and work through their profile. So before the first draft we know how the brand comes across today and where its customers get stuck.
How we get started together
No vague “we will be in touch”. This is what the path from first contact to a running project looks like:
Frequently asked questions
What clients ask us most often before we start:
After five to seven weeks there is a first clickable version: not a mock-up, but the core of your product. Until then you see progress every week, because we work in short cycles and show every interim state. That way you notice early if something is heading in the wrong direction, and not at acceptance, when a correction gets expensive. Going live typically takes two to three months. Complex connections to existing systems can take longer, and we say so beforehand rather than afterwards. This pace is possible because two things come together: we only start once the use case is clear, and AI runs alongside our development, research and quality assurance. What we save in person-days we pass on in the schedule. What stays the same is the review: every result is signed off by a person from our team before it goes into your product.
You do, entirely. Source code, designs, access credentials and documentation become your property. We build on widely used open technologies rather than on a proprietary toolkit, so you can continue with another team at any time. Anyone who stays should do so out of conviction, not because of the contract.
Fixed price per project phase, transparently itemised: you know what the phase costs before we start. What is invoiced is an agreed result, not hours written down. If we need longer than expected, that changes nothing on your invoice. This is possible because AI runs alongside our development, research and quality assurance: the same work costs us a fraction of the person-days that conventional development budgets for. We pass that head start on, in the price as well as in the schedule. Extensions are estimated in advance and only implemented after your approval, and nobody bills you for open hours. We name concrete figures in the intro call, as soon as the scope is clear. A price list without knowing the project would be a number pulled out of the air. What a phase includes is in the quote, and what it does not include is in there too. Many projects are eligible for funding through the Digitalbonus Bayern, which reduces your own contribution by up to 50 percent of the eligible expenditure.
GDPR-compliant with a data processing agreement, and with hosting in the EU on request. Your data does not go into the training of AI models, and we rule that out contractually with the providers. Before we start, we jointly define which data a model is allowed to see at all, and everything else stays out. What the AI produces is reviewed by our specialists before it goes into your product. For the EU AI Act we classify at the start of the project which risk category your application falls into and record which transparency and documentation obligations follow from that. We document this classification in writing so that it is verifiable and does not have to be derived again at the next audit. Neither replaces legal advice: we build the application so that the obligations can be met, and we name where a legal assessment is needed. If you already have a data protection officer, we work with them rather than around them.
For us AI is not an add-on feature bolted on top. It is part of every step of the work: concept, code, content, quality assurance. That starts with your data and your content, which has to be structured so that a model can work with it at all. Every result is still signed off by our specialists, not by the machine. What counts for you is what comes out at the end: a first clickable version in five to seven weeks, noticeably fewer person-days, the same standard of care.
With the ones that have proven themselves at scale, rather than with home-made special routes: Vercel for delivery and operation, Cloudflare for network and security, Google Cloud for data and AI services, Stripe for payments, Brevo for sending email. Each of them is the standard in its field, so you can find other developers who can work with them at any time. Where your requirements call for it, everything runs in the EU.
Going live is not a goodbye. We operate, maintain and keep developing, on request with a fixed monthly capacity you can plan with. Your contacts stay the same people you had the intro call with. And if you want to take over operations yourself, we hand over code, documentation and access credentials in full.
For most applications in mid-sized companies, little, but not nothing. The obligation to ensure AI literacy has applied since 2 February 2025: anyone letting employees work with AI has to make sure they understand how to handle it. Certain practices have been prohibited since the same date, and since 2 August 2026 the obligations for high-risk systems apply. Assistants and automations of the kind we build are as a rule not high-risk systems, but they are subject to transparency obligations: people must be able to tell that they are talking to an AI. We carry out the classification at the start of the project and document it so that it is verifiable. The deadlines come from the official implementation overview for Regulation (EU) 2024/1689, and in case of doubt the text of the regulation governs. This does not replace legal advice, but it does provide the basis on which you can seek it. For the AI literacy obligation, a documented briefing of the team is usually enough, not a certified course.
Often yes. The Digitalbonus Bayern funds small companies (fewer than 50 employees, at most 10 million euros in revenue or balance sheet total) with up to 50 percent of the expenditure: up to 7,500 euros in the standard track, up to 30,000 euros in the plus track, from a project volume of 4,000 euros. Artificial intelligence is an explicitly named funding priority, while standard software and standard websites are excluded. There is no legal entitlement, and grants are made within the available budget. Important for your schedule: you submit the application yourself through your ELSTER business account, and you may only commission us once receipt of the application has been confirmed, because signing earlier costs you the funding. So talk to us before you apply. The programme runs until 31 December 2027.
Let us talk about your project.
You bring the idea and the domain knowledge, we bring strategy, design, development and data. You have the intro call directly with the founders: 45 minutes, no obligation.
